FEI Tribunal Decision: Cesar Parra Suspended for 15 Years for Equine Abuse

On August 6, 2025, the FEI Tribunal issued a landmark decision in case C24-0029, suspending dressage rider Cesar Parra for 15 years due to repeated and serious abuse of horses.

Documented Abusive Practices

The investigation revealed multiple violations, including:

  1. Excessive use of the whip
  2. Excessive and persistent use of spurs
  3. Mouth injuries from misuse of hand aids
  4. Use of abusive equipment (e.g., metal nuts under the noseband)
  5. Use of elasticated hobbles
  6. Use of shackles

Partial Statute of Limitations

Parra argued that some incidents were time-barred. The Tribunal confirmed that some older facts were indeed prescribed under the FEI rules in force when the case was initiated (5-year limit). However, acts committed from 2017 onward were admissible and substantiated. The later rule change eliminating the statute of limitations for abuse could not be applied retroactively.

Other Defenses Rejected

Parra also challenged the admissibility of evidence and denied malicious intent. The Tribunal found the evidence credible and the actions intentional.

Sanctions Imposed

  • 15-year suspension from all FEI and national federation activities
  • CHF 15,000 fine
  • CHF 10,000 in procedural costs
